WASHINGTON (AP) -- The top Senate negotiators on the effort to prevent the government from going over the "fiscal cliff" offered a pessimistic assessment Sunday barely 24 hours before a deadline to avert tax hikes on virtually every worker.

Senate Republican leader Mitch McConnell said he's yet to receive a response to an offer he made on Saturday evening to Majority Leader Harry Reid, D-Nev., the top Democratic negotiator. The Kentucky Republican said he's reached out to Vice President Joe Biden in hopes of breaking the impasse.

Despite indications of progress in the negotiations, Democrats said Republicans were proposing to slow future cost of living increases for Social Security recipients as part of a compromise to avoid the cliff. Democrats rejected the idea. Republicans declined to confirm the assertion ? and one GOP official disputed it ? but noted that President Barack Obama said in a television interview broadcast earlier in the day he had advanced such a proposal in earlier talks with Republicans.

"I'm concerned with the lack of urgency here. There's far too much at stake," McConnell said. "There is no single issue that remains an impossible sticking point ? the sticking point appears to be a willingness, an interest or courage to close the deal."

Reid said he has been trying to come up with a counteroffer but has been unable to do so. He said he's been in frequent contact with Obama, who in the interview blamed Republicans for putting the nation's shaky economy at risk.

The pessimistic turn came as the House and Senate returned to the Capitol for a rare Sunday session. The fate of the negotiations remained in doubt, two days before the beginning of a new year that would trigger across-the-board tax increases and spending cuts that leaders in both parties have said they want to avoid.

Reid said he remains "cautiously optimistic" but reiterated that any agreement would not include the less generous inflation adjustment for Social Security.

"We have been talking to the Republicans ever since the election was over," Obama said in the interview on NBC's "Meet the Press" that aired Sunday. "They have had trouble saying yes to a number of repeated offers."

McConnell and Reid were hoping for a deal that would prevent higher taxes for most Americans while letting rates rise at higher income levels, although the precise point at which that would occur was a major sticking point.

Also at issue were the estate tax, taxes on investment income and dividends, continued benefits for the long-term unemployed and a pending 27.5 percent cut in payment levels for doctors who treat Medicare patients.

Obama, in the NBC interview, said that while he had been "modestly optimistic" late last week, "we don't yet see an agreement."

As the Senate opened a rare Sunday session, Chaplain Barry Black offered a timely prayer for lawmakers.

"Lord show them the right thing to do and give them the courage to do it," Black said. "Look with favor on our nation and save us from self-inflicted wounds."

Senate negotiators were haggling over what threshold of income to set as the demarcation between current tax rates and higher tax rates. They were negotiating over estate limits and tax levels, how to extend unemployment benefits, how to prevent cuts in Medicare payments to doctors and how to keep a minimum income tax payment designed for the rich from hitting about 28 million middle class taxpayers.

Obama pressed lawmakers to start where both sides say they agree ? sparing middle-class families from looming tax hikes.

"If we can get that done, that takes a big bite out of the fiscal cliff. It avoids the worst outcomes. And we're then going to have some tough negotiations in terms of how we continue to reduce the deficit, grow the economy, create jobs," Obama said in the NBC interview.

Gone, however, is the talk of a grand deal that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. Obama and Republican House Speaker John Boehner were once a couple hundred billion dollars apart of a deal that would have reduced the deficit by more than $2 trillion over ten years.

Republicans have complained that Obama has demanded too much in tax revenue and hasn't proposed sufficient cuts or savings in the nation's massive health care programs.

Obama upped the pressure on Republicans to negotiate a fiscal deal, arguing that GOP leaders have rejected his past attempts to strike a bigger and more comprehensive bargain.

"The offers that I've made to them have been so fair that a lot of Democrats get mad at me," Obama said.

Boehner disagreed, saying Sunday that the president had been unwilling to agree to anything "that would require him to stand up to his own party."

Don Stewart, a spokesman for McConnell, said Sunday: "While the president was taping those discordant remarks yesterday, Sen. McConnell was in the office working to bring Republicans and Democrats together on a solution."

The trimmed ambitions of today are a far cry from the upbeat bipartisan rhetoric of just six weeks ago, when the leadership of Congress went to the White House to set the stage for negotiations to come.

"I outlined a framework that deals with reforming our tax code and reforming our spending," Boehner said as the leaders gathered on the White House driveway on Nov. 16.

"We understand that it has to be about cuts, it has to be about revenue, it has to be about growth, it has to be about the future," House Democratic leader Nancy Pelosi said at the time. "I feel confident that a solution may be in sight."

Sen. Dianne Feinstein, D-Calif., said the 2.1 million Americans whose extended unemployment benefits ran out on Saturday are already feeling the pain of Congress' inaction.

"From this point on, it's lose-lose. My big worry is a contraction of the economy, the loss of jobs, which could be well over 2 million in addition to the people already on unemployment. I think contraction of the economy would be just terrible for this nation. I think we need a deal, we should do a deal," Feinstein said on "Fox News Sunday."

But the deal was not meant to settle other outstanding issues, including more than $1 trillion in cuts over 10 years, divided equally between the Pentagon and other government spending. The deal also would not address an extension of the nation's borrowing limit, which the government is on track to reach any day but which the Treasury can put off through accounting measures for about two months.

That means Obama and the Congress are already on a new collision path. Republicans say they intend to use the debt ceiling as leverage to extract more spending cuts from the president. Obama has been adamant that unlike 2011, when the country came close to defaulting on its debts, he will not yield to those Republican demands.

Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up, and then vote to cut taxes after they had risen.

"We don't have the same fire now than we did when we were 11-4," general manager Billy King said at a news conference in East Rutherford, N.J. "I tried to talk to Avery about it and we just can't figure it out. The same pattern kept on happening."

Assistant P.J. Carlesimo will coach the Nets on an interim basis, starting Friday night with a home game against Charlotte. King said the Nets might reach out to other candidates, but for now the job was Carlesimo's. The GM wouldn't comment on a report that the team planned to get in touch with former Lakers coach Phil Jackson.

King said the decision to dismiss Johnson was made by ownership after a phone discussion Thursday morning. Owner Mikhail Prokhorov had expressed faith in Johnson before the season.

"With the direction we were going we felt we had to make a change," King said.

Johnson was in the final year of a three-year, $12 million contract.

"It's a really disappointing day for me and my family. It's my wife's birthday. It's not a great birthday gift," Johnson said. "I didn't see this coming. But this is ownership's decision. It's part of the business. Fair or unfair, it's time for a new voice and hopefully they'll get back on track."

The Nets have fallen well behind the first-place New York Knicks, the team they so badly want to compete with in their new home. But after beating the Knicks in their first meeting Nov. 26, probably the high point of Johnson's tenure, the Nets went 5-10 and frustrations have been mounting.

"Our goal is to get to the conference finals," King said. "We started out good and then we stumbled. We have to get back to playing winning basketball. It's the entire team. It's not like golf, where Tiger Woods can blame the caddie. It takes five guys on the court and they're all struggling. We have to figure out the ways to get back to winning. I don't know what happened. I'm not sure. But unfortunately, it did happen."

The Nets were embarrassed by Boston on national TV on Christmas, then were routed by Milwaukee 108-93 on Wednesday night for their fifth loss in six games.

Star guard Deron Williams recently complained about Johnson's offense, and Nets CEO Brett Yormark took to Twitter after the loss to Celtics to voice his displeasure with the performance.

King said the change was not made because Williams was unhappy, and he added the point guard himself has to play better.

Johnson also stood by Williams.

"From Day One, I always had a really good relationship with him. I don't think it's fair for anyone to hang this on Deron," Johnson said. "We were just going through a bad streak, a bad spell. It's not time for me to be down on one player. That would be the easy way."

Brooklyn started the season 11-4, winning five in a row to end November, when Johnson was Eastern Conference coach of the month. But he couldn't do anything to stop this slump, one the Nets never anticipated after a $350 million summer spending spree they believed would take them toward the top of their conference.

Johnson has been the Nets' coach for a little more than two seasons. He went 60-116 with the Nets, who moved from New Jersey to Brooklyn to start the season. Johnson coached the Dallas Mavericks to a spot in the NBA Finals in 2006.

"You don't always get a fair shake as a coach," Johnson said. "I'm not the owner. If I were the owner, I wouldn't have fired myself today. But life is not always necessary fair. It's a business and in this business, the coach always gets blamed."

This is the NBA's second coaching change this season following the dismissal of Mike Brown by the Los Angeles Lakers.

Johnson arrived in New Jersey with a 194-70 record, a .735 winning percentage that was the highest in NBA history, but had little chance of success in his first two seasons while the Nets focused all their planning on the move to Brooklyn.

They looked to make a splash this summer when they re-signed Williams and fellow starters Gerald Wallace, Brook Lopez and Kris Humphries, traded for Atlanta All-Star Joe Johnson, and added veteran depth with players such as Reggie Evans, C.J. Watson and Andray Blatche.

Johnson didn't have a contract beyond this season but seemed to have the confidence of Prokhorov, the Russian billionaire who before the season said he had faith in "the Avery defense system."

Some thought the Nets would finish as high as second in the East behind defending champion Miami, and the predictions seemed warranted when the Nets started quickly amid much fanfare. But all the good publicity faded in recent weeks once the losing started.

Williams, who has struggled this season, stirred the waters when he expressed his preference for the offense he ran under Jerry Sloan in Utah before a loss to the Jazz. Williams and Johnson, nicknamed "Brooklyn's Backcourt" and expected to be one of the best in the NBA, have shot poorly and rarely meshed.

The Nets were embarrassed near the end of their 93-76 loss to Boston, when fans exited early amid a chant of "Let's go Celtics!"

"Nets fans deserved better," Yormark tweeted after the game. "The entire organization needs to work harder to find a solution. We will get there."

Not under Johnson, though.

The Nets should be able to entice a big-name coach with Prokhorov's billions and the chance to play in a major market at Barclays Center, the $1 billion arena that has drawn praise in the city and from visiting teams.

Carlesimo has previous NBA head coaching experience in Portland, Golden State and Seattle/Oklahoma City. He has a career coaching record of 204-296 in the regular season and 3-9 in the playoffs.

"Right now, P.J. is our coach and I told him to coach the team like he'll be here for the next 10 years," King said.

David Gregory Should Not Be Prosecuted: NRA President David Keene

NRA president David Keene said Thursday that David Gregory should not be prosecuted over the gun magazine he showed on "Meet the Press."

Gregory is currently being investigated by police after he showed what appeared to be a thirty-bullet gun magazine during an interview with NRA's Wayne LaPierre on Sunday. D.C. city code stipulates that it is illegal for anyone to possess, transfer or sell a magazine. It is not known whether NBC News had permission to use the magazine, and the network has not commented on the situation yet.

Keene appeared on CNN on Thursday. When asked if he believed Gregory should be prosecuted, he responded, "No, I don't think so."

He said that Gregory's actions showed that owning a magazine is "a silly felony." He continued, "I really think what David Gregory did while he was inadvertently flouting the law was illustrating in a very graphic way, perhaps not intentionally, but in a graphic way just how silly some of these laws are."

CNN host Carol Costello pressed Keene on whether Gregory should be prosecuted, considering that the law already exists. Keene maintained his position. "I?m not a vindictive guy who wants to go after David Gregory," he said. "I think it illustrates the craziness of some of these laws."

Stores Open On Christmas Day 2012

Most of the nation's largest retailers will be closed Christmas Day.

Despite the Black Friday "creep" that led many stores to open earlier than ever on Thanksgiving, hardly any stores will be open once Santa comes to town. Walmart, Target, Kmart, and Costco will be open on Christmas Eve, but many locations will close early.

If you left your shopping for the very last minute, your best best might be your local pharmacy. Walgreens and CVS will remain open at most locations.

As for food, most locations of Denny's, IHOP, Jack in the Box, Starbucks and Waffle House will be open. For a full list of restaurants open on Christmas Day, click here.

Set Up and Get to Know Your New MacYou've taken your requisite Apple product unboxing video and boasted about your brand new Mac on Facebook, but now it's time to get down to business. Whether you're new to the Mac or not, here's how to set up and get started.

Before you dive right into your new Mac, there are a few things you ought to do first:

  • Run Software Update: Chances are your new Mac isn't as new as it could be. Since OS X was probably pre-installed on it quite awhile back, you're probably due for an update. To get things started, head on over to the Apple menu and choose Software Update. This will launch?you guessed it?Software Update and it will check for new updates. When it's done, install everything available. After you restart, repeat this process again to see if there are new updates. Some updates can't install until others have already been installed, so keep checking until Software Update reports that there are no new updates available
  • Get to Know System Preferences: If you're new to the Mac, you should probably take a leisurely stroll through System Preferences (which you can access through the Apple menu and likely find in your dock). Take a look at each of the preference panels so you can become acquainted with your options. You'll eventually find yourself spending a fair amount of time in here so it helps to know where things are.
  • Set Up Your Sharing Preferences: In System Preferences, there's a panel called Sharing. Open that up and you'll be presented with a long list of sharing services. Many of these services are very helpful if you need to share with another computer (whether it's your own or someone else's). Take a look at them all and enable the ones you'd find useful?just make sure to only allow your user or any future users created on the machine may end up with access to the enabled services.
  • Repair Disk Permissions: Once you're all done, it's always good form to repair your disk permissions so nothing gets out of whack. To do this, go into your Hard Drive ?> Applications ?> Utilities and open Disk Utility. Choose your hard drive from the list on the left, select the First Aid tab, and click the Repair Permissions button. This will take a few minutes and may not end up repairing anything at all, but it's always good to run it on a regular basis and after you've made significant changes to your machine.

New Orleans area to see wet Christmas Eve, stormy Christmas Day ...

Expect a wet Christmas Eve, with more rain and the possibility of dangerous thunderstorms - even a strong tornado or straight line winds of 75 mph or greater - on Christmas Day in the New Orleans area, according to the Slidell office of the National Weather Service.

Forecasters issued a special weather statement to warn of the two spates of stormy weather. A cold front will bring showers and thunderstorms into the area on Monday, with the front stalling near the coast in the afternoon. While widespread severe weather isn't expected on Monday, an isolated severe storm or two is possible, forecasters said.

More problematical is what will happen late Monday night and Tuesday morning, when the front unstalls, moving north as a warm front as a surface low also moves northeastward over the area.


That will be followed by a cold front moving out of the west, and the unstable air between the two fronts could spark severe weather,, including straight line winds, isolated tornadoes or large hail, most likely occurring north of Interstates 10 and 12.

"The Storm Prediction Center is currently indicating a slight risk of severe weather across the entire region Tuesday, but this could be upgraded, if confidence continuest to increase over the coming days," the statement said.

The possibility of severe weather will continue until the cold front sweeps through the area Tuesday evening, the statement said. Forecasters warned residents to review their severe weather plans and to continue to monitor forecasts over the next two days.

Rainfall could total between 1 and 2 inches on Monday and Tuesday, with higher amounts likely on the Northshore of Lake Pontchartrain.

With the rapidly changing frontal systems, expect to see some fast changes in temperature during the next few days. Highs on Monday and Tuesday will be in the mid-70s in New Orleans, dropping to the mid-60s overnight Monday, and into the mid-40s on Tuesday night.

On Wednesday, the thermometer will reach only the lower 50s, despite a return to sunny skies, with temperatures dropping into the upper 30s in New Orleans and the upper 20s on the Northshore overnight, and staying in the lower 50s during the day Thursday.

Another cold front approaches on Friday, with more rain showers expected in the afternoon, as temperatures climb to the lower 60s. The chance of rain continues on Saturday, and temperatures will drop to the mid-30s in New Orleans and mid-20s on the Northshore Saturday night.?

Workers probably won't feel the full brunt of next year's tax increases in their January paychecks, but don't be fooled by the temporary reprieve.?

No matter what Congress does to address the year-end fiscal cliff, it's already too late for employers to accurately withhold income taxes from January paychecks, unless all the current tax rates remain unchanged, which is an unlikely scenario.?

Social Security payroll taxes are set to increase on Jan. 1, so workers should immediately feel the squeeze of a 2 percent cut in their take-home pay. But as talks drag on over how to address other year-end tax increases, the Internal Revenue Service has delayed releasing income tax withholding tables for 2013.?

As a result, employers are planning to withhold income taxes at the 2012 rates, at least for the first one or two paychecks of the year, said Michael O'Toole of the American Payroll Association.?

If employers don't withhold enough taxes in January, they will have to withhold even more taxes later in the year to make up the difference. Otherwise, taxpayers could get hit with big tax bills, and possibly penalties, when they file their 2013 returns.?

The tax increases could be steep. If Congress fails to act, workers at every income level face significant tax increases next year as part of the year-end "fiscal cliff."?

A taxpayer making between $50,000 and $75,000 would get an average tax increase of $2,400, according to the Tax Policy Center, a Washington research group. If the worker is paid every two weeks, that's about $92 a paycheck, on average.?

Someone making between $75,000 and $100,000 would get a tax increase averaging nearly $3,700. If the worker is paid every two weeks, that's about $142 a paycheck.?

O'Toole said it would take most employers two weeks to four weeks to update their payroll systems, once new tax withholding tables are released. For some small businesses, it could take longer.?

"Employers can't really just come up with withholding tables on their own, depending on what the rates are," O'Toole said. "The smaller companies that do not use a payroll processing service probably would have more problems than anyone else."?

On Friday, the IRS said it plans to issue guidance by the end the year, though it won't be early enough to affect paychecks in early January.?

"We are aware that employers have questions with respect to 2013 withholding," the agency said in a written statement. "Since Congress is still considering changes to the tax law, we continue to closely monitor the situation. We intend to issue guidance by the end of the year on appropriate withholding for 2013."?

About three-quarters of taxpayers got tax refunds this year, averaging $2,707, according to the IRS. That gives most taxpayers some leeway to manage their income tax withholding. However, many people rely on tax refunds to pay bills or make major purchases.?

"The reality is, the vast majority of Americans do live paycheck to paycheck and that tax refund is their most significant payday of the year," said Bob Meighan, vice president of TurboTax, an online tax preparation service.?

Most of the expiring tax breaks were first enacted under President George W. Bush and extended under President Barack Obama. Obama campaigned for re-election on extending the tax cuts on incomes below $200,000 for individuals and $250,000 for married couples. Obama would let the tax cuts expire on incomes above those amounts.?

Boehner's offer
In negotiations with House Speaker John Boehner, Obama offered to raise the income threshold, limiting tax increases to those making more than $400,000. Boehner, who has argued for years that the tax cuts should be made permanent for everyone, responded by trying to push a bill through the House that would have let many of the tax cuts expire on incomes above $1 million.?

Many Republicans revolted and Boehner, R-Ohio, shelved the bill, sending lawmakers home for the Christmas holiday and leaving the outcome of talks in doubt as the new year approaches.?

If Congress and the White House cannot reach a deal, income tax rates would go up, estate taxes and investment taxes would increase and the alternative minimum tax would hit millions of middle-income people. A temporary payroll tax cut that has benefited nearly every wage earner in 2011 and 2012 expires, costing the average family an additional $1,000 a year by itself.?

Breadlines and fuel shortages as winter grips Aleppo

ALEPPO, Syria (Reuters) - In Syria's once-affluent merchant city of Aleppo, a 60-year-old man wrapped in several layers of clothes queues alongside his shivering grandchildren for bread - a daily and often fruitless ritual that consumes most of his day.

Shielding himself from the rain in Bustan al-Qasr, a rebel-held district in the south-west of Syria's biggest city, Alaa el-Din Hout says shortages of food and fuel are driving his family and many other residents to desperation.

"We're starving. I can bear it but what about my children? I stand from 3 in the afternoon until 11 at night and you can't always get bread," said Hout, wearing a winter hat and scarf to keep out the winter cold.

"We're reduced to either begging or stealing."

Five months after rebels brought their fight against President Bashar al-Assad into the heart of Aleppo, the eastern and southern swathes of the city are a mishmash of deserted districts and no-man's land.

Rebel fighters have hunkered down in warehouses to halt offensives by Assad's forces in the civil war. The few lucky bakeries in Aleppo that have supplies often have hundreds standing in line, hoping for a few loaves.

Abu Abdo, Hout's son-in-law, has three children, the youngest a 2-month-old baby shivering underneath wraps of blankets. "This is the hardest period I've ever gone through. There's no work, no industry, no electricity, no diesel. How will people live?" said the former stonemason.

"The people have a right to demand their freedom, that's the least of the demands - I am for the downfall of the regime."

"NO WATER, NO GAS"

The summer battles around Aleppo have subsided but Syrians in this city, whose peacetime population of 2.5 million has been reduced by an exodus of hundreds of thousands, are facing new challenges of winter cold and wartime shortages.

Some districts are faring better, with vegetable sellers laying out tomatoes and tangerines and falafel shops frying the ubiquitous bean food. But many people are too poor to afford it.

"We can't find any bread. There's a famine. People are dying, half the bakeries are closed. There's no flour," said one man in al-Sha'ar district.

Ahmed, a 42-year-old man with six children, said he queued from 8 in the morning. "Sometimes we get bread, sometimes we don't. There's no water, no gas, no electricity. The water supply runs out every two days."

Not all the city's residents hold Assad responsible for their suffering. Aleppo has traditionally been a city with divided loyalties and even in areas controlled by the rebels, some people have had enough of the daily shortages and blame them on the president's opponents.

"We don't leave our homes after 6 p.m. We just want peace again," said Um Saleh, a woman wearing a face veil and a full-length black wool coat. She blamed the Free Syrian Army rebels for hijacking bread lines to take loaves for their family.

Her husband Abu Saleh said "mistakes" had been made by Assad's officials but added: "You can't fix wrong with wrong."
